How to Use This Toolkit

Journey to Success’ mission is to guide federal policy reform to improve opportunities and outcomes for all youth and young adults who experience foster care by promoting their healing, family connections, and economic security. In service of that mission, the campaign brings together a diverse network of local, state, and national organizations and youth leaders with lived experience (LEx leaders) to share research, analysis, and a full range of perspectives with policymakers. 

This toolkit offers a comprehensive set of resources to support federal policy advocacy to strengthen and improve the John H. Chafee Foster Care Program for Successful Transition to Adulthood (“Chafee”). Chafee reform is an enormous opportunity to support older youth experiencing and transitioning out of foster care to ensure they have the tools they need to succeed in adulthood. 

To convince Congress to take action on Chafee, we need your help. Whether you’re traveling to D.C. to meet with your Congressional representatives, organizing local partners to get involved, or spreading the word on social media, this toolkit offers the materials, messaging, and data you need to be an effective advocate for Chafee reform.

As you explore the toolkit, a few things to keep in mind:

  • Every action counts. Hill visits, virtual meetings, email and phone outreach to your representatives, social media advocacy, sharing stories of LEx leaders: all of these are immensely valuable elements of a successful advocacy campaign. If you’re not sure where to start, get in touch so we can provide a roadmap.

  • Journey to Success is here to help. We have additional resources to assist your advocacy planning, from Capitol Hill staff directories to timely updates about legislation and more. 

  • Keep us updated on your plans so we can help support your advocacy efforts. We’re working with national and local organizations across the country and can help coordinate and amplify efforts to build momentum for meaningful policy reform.
